Editing safeguards for actions and a redesigned Frameworks list

"Finalize your editing" gate on actions in a control. Actions inside a control now show a "finalize your editing" prompt before an admin can leave, catching in-flight edits that would otherwise be discarded.

Redesigned Frameworks list page. The Frameworks list has been redesigned to surface per-framework metrics (control counts, coverage) alongside each framework tile, giving admins an immediate health read across their compliance program.
