Framework intake and readiness tracking improvements

Auditor field on the framework intake form. Framework intake now captures the auditor as a first-class field, so audit period plans and framework metadata carry auditor context from day one.

Framework Readiness tile no longer counts N/A controls. The Framework Readiness dashboard tile has been updated to exclude controls marked N/A from its readiness percentage, giving a more accurate view of how much true work remains.
