Generated policies join the main Policies page

Generated policies live on the main Policies page. AI-generated policies now appear on the standard Policies overview alongside uploaded policies, and re-generation is gated to prevent accidentally overwriting an already-published version.

Publish CTA for generated policies. The generated-policy editor now includes a clear Publish action that packages the current draft as a PDF artifact and promotes it to the Policies overview.
