Target OS version for Automated Device Enrollment

Automated Device Enrollment now has an update to setting in addition to the minimum required OS version, so you can set a floor for enrollment and a separate version that devices update to. Devices below the minimum update to that version before they enroll, and devices already at or above the minimum enroll without updating. This works for macOS, iOS, and iPadOS, and existing configurations keep their current behavior.
